AESB speaks at 1st Mindanao Congress of the Advocates

Administrator Edita S. Bueno spoke before the delegates of the 1st Mindanao Congress of the Advocates for renewable Energy and Rural Electrification and Development (MIN-CARED) at the Grand Caprice Restaurant and Convention Center in Cagayan de Oro City on January 26, 2012.

Min-Cared was organized by the Association of Mindanao Rural Electric Cooperatives (Amreco), composed of 33 electric cooperatives in Mindanao. It is headed by Sergio C. Dagooc, General Manager of the Siargao Electric Cooperative, Inc. (Siarelco) and the Dinagat Island Electric Cooperative, Inc. (Dielco).

The congress discussed critical issues affecting Mindanao’s energy future. It focused on the status of the Agus and Pulangi hydro-electric power plants, renewable energy, rural electrification and development.

Administrator Bueno, who is a Fellow at the Institute of Solidarity in Asia (ISA), talked about Good Governance and Sitio Electrification Program.

She related that Electrification Program was approved by President Benigno S. C. Aquino III as part of his socio-economic program. Since he has directed an annual appropriation of about P6 billion for Rural Electrification, the President wants to be assured that the funds are put to right use and that those who will participate in the program will be responsible partners. The President also wants to ensure that the program benefits more people thus implementation must be done with the highest standards of governance.

According to the Administrator, the Accelerated Total Electrification targets to electrify 33,848 sitios under the Sitio Electrification Program (SEP) and connect to the main grid barangays previously energized through solar home systems under the Barangay Line Enhancement Program for years 2012 to 2015.

As a parting shot, she said, “we only have one country, we only have one Mindanao. We must play our own role in making this country more progressive, because no one can be proud of our country but us”.
