Bohol Solon allocates funds for Sitio Electrification in Bohol

Bohol 2nd District Representative Erico B. Aumentado has allocated P16M from his Priority Development Assistance Fund to support the Sitio Electrification Program of the Government. P15 million will be for the electrification of sitios and public schools while the P1 million as contribution for the energization of the island barangay of Jandayan in Getafe, Bohol.

On February 14, 2012, the Bohol solon entered into a Memorandum of Agreement with the National Electrification Administration (NEA) and the Bohol II Electric Cooperative, Inc. (Boheco II) which will implement the program.

AESB speaks at 1st Mindanao Congress of the Advocates

Administrator Edita S. Bueno spoke before the delegates of the 1st Mindanao Congress of the Advocates for renewable Energy and Rural Electrification and Development (MIN-CARED) at the Grand Caprice Restaurant and Convention Center in Cagayan de Oro City on January 26, 2012.

Min-Cared was organized by the Association of Mindanao Rural Electric Cooperatives (Amreco), composed of 33 electric cooperatives in Mindanao. It is headed by Sergio C. Dagooc, General Manager of the Siargao Electric Cooperative, Inc. (Siarelco) and the Dinagat Island Electric Cooperative, Inc. (Dielco).

Consultation with Electrical Materials Manufacturers/Suppliers held

In anticipation of the massive need for electrical materials and equipment for the full implementation of the Sitio Electrification Program (SEP) and Barangay Line Enhancement Program (BLEP), Energy Secretary and National Electrification Administration (NEA) Board Chair Jose Rene D. Almendras called for a consultative meeting with the manufacturers and suppliers of these products as well as project contractors of electrification projects. This was conducted at the Quezon City Sports Club on January 27, 2012.

1,520 Sitios Lighted up in 90 Days

The Department of Energy (DOE) and the National Electrification Administration (NEA), in partnership with 96 electric cooperatives (ECs) nationwide have electrified 1,520 sitios or villages benefiting some 30,014 household connections in 90 days. President Benigno Simeon C. Aquino III has directed the energization of these sitios as part of his social contract with the Filipino people.

The Department of Energy (DOE) and the National Electrification Administration (NEA), in partnership with 96 electric cooperatives (ECs) nationwide have electrified 1,520 sitios or villages benefiting some 30,014 household connections in 90 days. President Benigno Simeon C. Aquino III has directed the energization of these sitios as part of his social contract with the Filipino people..

The Sitio Electrification Program is in line with the 16-point agenda of the Aquino Government. It had the full support of the Department of Budget and Management (DBM), through the timely release of P814.41 million on September 22, 2011. NEA started to release these funds to the ECs on September 28. The electrification of these sitios in identified areas was implemented for the period October 1 – December 31, 2011.

NEA Strengthens the Criteria for Categorization of ECs

In order to ensure the competitive performance and responsiveness of electric cooperatives (ECs) in the challenge-driven power industry, the National Electrification Administration (NEA) issued the Enhanced Criteria for Categorization of ECs.

The EC categorization is a tool devised by NEA to assess the performance of each and every EC based on a set of criteria which consists of: (1) amortization payment to NEA, (2) system loss, (3) collection efficiency, (4) payment to power supplier/s and the National Grid Corporation of the Philippines (NGCP), including EC’s unpaid power accounts with the National Power Corporation (NPC)/Power Sector Assets and Liabilities Management Corporation (PSALM), EVAT (collected but not remitted) and the Wholesale Electricity Spot Market (WESM), (5) Non-power cost, (6) level of energization which now centers on sitios and (7) result of financial operation.

NEA Releases P794 M Loans to Power Coops

The demands of the competitive electricity industry require electric cooperatives (ECs) to be operationally strong and viable.

As the agency tasked, among others, to prepare the ECs for this tough scenario, the NEA facilitated the release of P794 M loans to 38 electric cooperatives in the first 10 months of 2011 through its Enhanced Lending Program.

Calamity loan was availed of by Kaelco (P5M), Cagelco II (P3.013M), Iselco II (P12M) and Aurelco (P5M) for the rehabilitation of their damaged distribution system wrought by typhoons “Juan”, “Pedring” and “Quiel”.

Sitio Electrification gets PNoy nod

President Benigno S. Aquino III has given priority to the Sitio Electrification and Barangay Line Enhancement Programs in compliance to his administration’s social contract with the Filipino people.

The economic pillars of the Aquino Administration are job creation and investment generation to improve the lives of the Filipinos, especially the poor. Along this line, Energy Secretary and NEA Board Chair Jose Rene D. Almendras has interceded to the President for the approval of funds for the two Programs. The President has approved the necessary funds for the programs, on a yearly basis of at least P2 billion. This fund can be increased based on status of the program such as pace of completion, promptness to compliance of project requirements and breadth of impact.

NEA Board approves the adoption of options for ailing ECs

With high hopes of helping ailing electric cooperatives to recover and serve better their member-consumers, the NEA Board of Administrators led by Energy Secretary Jose Rene D. Almendras, has approved the adoption of options for ailing ECs.

In a Memorandum to all electric cooperatives, it was stated that it is the policy of NEA “to provide options for ailing ECs to ensure continuous delivery of electric service in their coverage area”.

By definition, ailing ECs are those which have no means of meeting their outstanding obligations due to financial, technical and/or institutional inefficiency.

The parameters to be used in determining whether an EC is ailing or not include the high system loss, low collection efficiency, current ratio, operating loss, huge liabilities, negative net worth and institutional problems such as governance, consumer per employee ratio and adherence to policies.
