Wilfred L. Billena

Mr. Wilfred L. Billena is presently the General Manager of Iloilo I Electric Cooperative, Inc. (ILECO I). He led ILECO I, a mega large electric cooperative to becoming a consistently Category A+ cooperative. An 11th placer in the examination for Professional Electrical Engineer, Mr. Billena obtained his Bachelor of Science in Electrical Engineering from Western Institute of Technology in La Paz, Iloilo City.

Mr. Billena is a Director of the Philippine Rural Electric Cooperatives Association (PHILRECA); a Director of the Philippine Electricity Market Corporation (PEMC); a Director of the Rural Electrification Financing Corporation (REFC), and former President of Western Visayas Electric Cooperatives Association (WEVECA).

He is currently the Chairman of the NEA Board Credit, Risk and Management Committee, and Member of the NEA Board Audit Committee and Governance Committee.

An advocate of good corporate governance, Mr. Billena is a Fellow of the Institute of Corporate Directors (ICD).
