The NEA Board of Administrators approved the Amendment to the NEA Memorandum No. 2022-035 or the "Revised Policy Guidelines on the Implementation of the Strategized Total Electrification Program (STEP)."

The amendment pertains to the inclusion of the mechanics and parameters for the selection of EC beneficiaries under the Barangay Line Enhancement Program (BLEP), which form part of STEP.

The 121 electric cooperatives (ECs) nationwide were instructed to submit their EC Local Total Electrification Roadmap (LTER) to the National Electrification Administration (NEA) through Memorandum No. 2023-17.

This is in compliance with Section 5.2 of the Implementing Rules and Regulations (IRR) of DOE Circular No. DC2022-05-0017 entitled "Rules and Regulations to Implement Republic Act No. 11646 otherwise known as Microgrid System Act."

The Board of Directors of the Cooperative Development Authority (CDA) recognizes the power of supervision and regulation of the National Electrification Administration (NEA) over CDA Registered Electric Cooperatives by virtue of Presidential Decree No. 269 as amended by Republic Act No. 10531 (RA 10531) also known as the National Electrification Administration Reform Act of 2013.

"The CDA's recognition to the NEA is anchored both in law and jurisprudence. Section 18¹ of RA 10531 expressly repealed Article 132(3) of Republic Act No. 9520 or the Philippine Cooperative Code of 2008 which states that NEA has no longer regulatory and supervisory powers over CDA registered cooperatives. Such express repeal means that such power of the NEA is reinstated," the agency said in its memorandum dated 22 February 2023.

A ceremonial installation of donated electric meters to Maguindanao Electric Cooperative, Inc. (MAGELCO) was conducted by Task Force Metro 1 in Parang, Maguindanao del Norte on Wednesday, 01 March 2023.

The task force was formed by NEA Administrator Antonio Mariano Almeda after the electric cooperatives from Region VII and Region VIII heeded the call of the NEA Chief to help MAGELCO in improving its collection efficiency. Initially, 5,000 electric meters have been delivered to MAGELCO.

MAGELCO Acting General Manager Suraina Kalid, and MAGELCO Project Supervisor and Sultan Kudarat Electric Cooperative, Inc. (SUKELCO) General Manager Claudia Pondales attended the ceremonial installation together with NEA Principal Engineer Floyd Eric Bautista who was designated as management assist of MAGELCO.

In accordance with R.A. 11039 or the Electric Cooperatives Emergency and Resiliency Fund (ECERF) Act of 2018 and its Implementing Rules and Regulations (IRR), all electric cooperatives (ECs) are mandated to submit and update their respective Vulnerability and Risk Assessment (VRA), Emergency Response Plan (ERP), Mitigation Plan (MP), and Resiliency Compliance Plan (RCP) to the National Electrification Administration (NEA) annually.

Updated 2023 VRA, MP and ERP are to be submitted to NEA’s Disaster Risk Reduction and Management Department (DRRMD) not later than end of March 2023. Likewise, all ECs are required to submit the accomplished or the implementation status of the 2022 Mitigation Projects enumerated/identified by the respective ECs on their 2022 VRA and MP submissions.
